New Tarsa was founded by the descendants of the once great Tarsyrian Empire, which was destroyed in a magical disaster during the Shattering Era. When the Tarsyrian Council pierced the Reality Barriers to find help on another plane for their dying world, something else crossed through and warped reality itself. In the wake of the devastation, the refugees and those living at the edges of the kingdom returned to their ancestral lands to rebuild and create a legacy for their people. Modern citizens of New Tarsa care little for pedigree or racial background; what concerns them is becoming great again and overcoming their nation’s reputation as the source of the Eastland’s greatest time of turmoil. Therefore, any successful business, invention, work of art, convenience, architecture, spell, or idea is welcome from any citizen as long as it contributes towards the betterment of society. Of all the Eastland nations, New Tarsa is the most tolerant, if still cautious, towards the Jeshir Empire whose ships can be seen occasionally in their harbors.

New Tarsa is ruled over by a Governor-Queen who manages the day-to-day affairs of the city and the fledging reformed Tarsyrian Empire, and the Guild Assembly, a body of merchants, artisans, and influencers who are constantly seeking to bring their city greater affluence and prominence. The Governor-Queen is a hereditary title passed down through a very important bloodline as the one who holds the office sits upon the Stone Throne, one of the legendary Foundation Relics that grants sorcerous power to the wielder. The queen is served by an order of warlocks known as the Bearers of the Stone Throne whose pact is with the throne, the queen, and the nation as a whole, and they are not the only arcane practitioners within the city. New Tarsa still lives of the shadow of the strange emanations from the Battle Hills and its ruins, where the Shattering Era is said to have reached its zenith, and this has resulted in an unusual number of sorcerers and psions being born in addition to a people for whom wizardry is a national heritage.
