The city-state of Drover is as peaceful and prosperous a kingdom as one might ever wish to live within, and the halflings whose culture dominates it have worked very hard to keep it that way. A veritable bucolic paradise, Drover is dominated by mile after mile of farms and ranches, gentle streams, and rolling hills of lush green grass. The people of Drover blatantly refuse to be caught up in the wars and politics of the rest of the world, and located in the north between most kingdoms and ports, they have found this to be a relatively simple endeavor. During the time of the Jeshinese occupation, the halflings, gnomes, and humans who made up the community complied with relatively little resistance to the governance of their western invaders and earned a reputation for compliance until the time came to strike, at which time, bolstered by the knightly armies of the Adar Republic, the Riders of Arvoreen and the priestesses of Yondalla fought back with a resentful fury at those who brought violence to their peaceful lands. In recent years, the fledgling Tarsyrian Empire and Aquanochia have tried to annex the farming communities, which Drover has handled by ignoring and playing both ends against the middle.
For the most part, every community within the city-state rules itself with power invested in an elected mayor who serves until he does something to anger the local farmers, and a Sheriff who oversees relations between all communities. Each mayor is responsible for negotiating price and deals with those who wish to purchase the many goods and services each community has to offer. The mayors are expected to make regular reports to the nearest priest of Yondalla, the Great Protector and Provider of all halflings, who is widely acknowledged to be a halfling aspect of the Goddes, Bes-Tera. No clergy has government authority within the city-state but anyone who expects to thrive within Drover needs the approval of Yondall’s folk or will find the very traditional townsfolk turning against them. Halfling culture dominates Drover, but many humans and gnomes also make their homes there, and they enjoy the same amicable relationship as their halfling neighbors as long as they do not seek to push “progress” on the cunning small folk or attempt to make waves, at which point, they will find themselves frustrated at every turn.
