Aquanochia has the distinction of being the strongest naval and commercial power on the waters of the Eastlands. Shipping is such a strong part of its culture that where the land of the city ends, the other half of the city begins being built across a web of multiple connecting docks and stationary ships. Aquanochia was once governed by a council of wealthy merchant lords who imported vast amounts of lumber from Halter’s Edge to build a fleet of advanced three-masted schooners that dominate trade along the Sea of Songs to this day. However, the Merchant’s Council was overthrown by a mercenary company known as the Black Starrs who descended from the mountains in a flying fortress and overtook the city with relative ease. The reality is that the Merchant’s Council put up very little resistance once they determined that the new government wouldn’t prevent them from lining their coffers with ever more gold.

The City of Ships could rival Talispun for the most corrupt city-state of the Eastlands. The city’s ruling body, the Black Starrs, are a noble “family” made up of disaffected nobles from all over the Eastlands. Desiring little more than legitimacy, the Black Starrs have seized power and established an autocratic rule that works in harmony with the Merchant’s Council to bring continued wealth and prosperity to the city while ever widening the gulf between the rich and the poor. Aquanochia is known for selling all kinds of goods that are illegal in every other city-states of the Eastland, and is constantly seeking to ship these illicit goods into the other city-states while disavowing any merchant company foolish enough to get caught. The Eastland alliance expressly forbids any kind of slavery, but Aquanochia is happy to traffic in drugs, dangerous alchemical substances, darkest necromancy, and reagents from the very hells themselves.
